Timor-Leste Welcomes ASEAN Decision to Admit Timor-Leste as 11th Member

The Government of the Democratic Republic of Timor-Leste warmly welcomes the ASEAN Chair’s Statement issued at the 46th ASEAN Summit, held on 26–27 May in Kuala Lumpur, Malaysia, affirming the collective decision of ASEAN Leaders to admit Timor-Leste as the 11th Member State of the Association of Southeast Asian Nations (ASEAN) at the 47th ASEAN Summit in October 2025.

In the Chair’s Statement, declares;

124.     "We decided at this Summit to admit Timor-Leste as the 11th Member of ASEAN at the 47th ASEAN Summit in October 2025, and tasked our Ministers and senior officials to undertake the procedural steps for the admission of Timor-Leste by the 47th ASEAN Summit, as well as to expedite negotiations on the key economic agreements.

125.     We tasked the ASEAN Coordinating Council, with the support of all relevant ASEAN Sectoral Ministerial Bodies (ASMBs) and the ASEAN Secretariat, to extend the necessary support to facilitate Timor-Leste’s integration into the ASEAN Community.

126.     We welcomed the operationalisation of the Timor-Leste Unit to monitor progress in the implementation of the Roadmap and to coordinate support from ASEAN Member States and external partners. We encouraged our partners to continue supporting Timor-Leste in fulfilling the criteria outlined in the Roadmap."

This landmark decision represents a historic milestone for Timor-Leste, reflecting the deepening partnership, mutual trust, and shared aspirations with ASEAN Member States, as well as the significant progress made in implementing the Roadmap toward full membership.

The Government of Timor-Leste extends its sincere appreciation to all ASEAN Member States for their solidarity and steadfast support, and to development partners for their continued commitment throughout this journey.

Timor-Leste stands ready to assume its responsibilities as a full member of ASEAN and looks forward to contributing meaningfully to a united, peaceful, and resilient ASEAN Community.
